You need to see the Modern Marvels production of TOBACCO.
Here is a brief rundown (i've not clicked any of those links)

1- around 50% of what is in a cigarette is not tobacco. They make paper from old tobacco scraps and returned stale cigarettes and other garbage. (on a side note, the filters from returned cigarettes are pulled apart and used to fill stuffed animals)
2- When making the paper the liquid saved from the process has urea added (this increases your bodies absorption of nicotine), This liquid is called "mother liquor" (there are over 600 ingredients added to this soup)
3- the mother liquor is sprayed on the paper made in step 1
4- the paper is chopped and dried. This is added to tobacco at a ratio of 50/50
5- the cigarette is made.

Cigars, the tobacco is fermented, typically twice sometimes 3 times.
Leaves are blended from different regions and plants.
Hand rolled.

by the way, no tar in cigars. Let me say this again...
THERE IS NO TAR IN CIGARS!
