No word on Harry Reid...
Harry Reid is at least out of the country on state business, including with meeting with several South American presidents.  Bush opted to miss the state funeral on Saturday so he could stay home a few extra days.  Reid was conducting the business of the American government.  Bush wasn't.

It's a long time since I was in school & read the U.S. Constitution....and I could be wrong, but I seem to remember that it was the Presidents job to negotiate with foreign powers....

And, almost everyone knows that the president's job doesn't stop when he goes home or on "vacation". It wasn't as if he was "....opting instead to lead a delegation to South America with an expected stop at the Machu Picchu Inca ruins..."

But, I could be wrong....
