Rob, I submit that although these cigars are absorbing moisture, they have no oils. This is what's contributing to the crackly feel. And, should you get them to feel right they will smoke like wet noodles and probably grow fur in a few days.

Somewhere along the line these cigars were abused. They were totally dried out and there is nothing you can do. Smoke them as yard cigars or punks to lite your forth of july fireworks.

hmm this makes sense.  i just don't know where they were abused though.  i've had them a year and a half or so and always keep a 65% rh.  maybe before they got to me at corona?  maybe the lack of oils / sheen is why they were seconds to begin with?
