For batch tasks such as that, I use a program called Thumbs Plus. I have been using this since windows didn't have the thumbnail option. It offers simple red-eye correction, photo clean-up, resizing, color correction... it's as simple or as comples as you want it to be. Best of all it has batch capabilities.
It's available in a free, fully functional but limited time, trial copy.

I use gimp. It is opensource, free, and just like photoshop...

I use irfanview and MS photoed.

I have been using Irfanview too for years now, great program and very easy to use.
