Well, tard that the mayor of Toledo surely is, I do remember when they did similar "drills" in Spokane, WA back when I lived there.
Urban drills. With black helicopters. Unannounced.
Perhaps I should mention that Spokane is right next to northern Idaho, second only to the Grant's Pass/Rogue River area of Oregon for paranoid, backwoods survivalist, ammo-stockpiling, bomb shelter building, AK-47 polishing, white separatist types?
