I have traveled many times, internationally, with double blade guillotine cutters either in my pocket (yeah, didn't beep) or in my carry-on. The only issue was returning from Mexico. They confiscated it during a hand inspection.

Really cheap cutters are nothing more than a box cutter when you pull it a part, but the TSA has not figured that out, thank the Lord. Even if they did pull it a part they could not put 2+2 into 4. A Bic will always make it past the TSA in your pocket.
