Easy way round it ............... set up a co-operative.
1 guy sets himself up as a limited company and sells to a private membership to his club ... ie, his buddies.
Always room for way round.

I wonder if something like that would actually work. Like the social drinking clubs around here DO allow smoking for members. They have bingo which is a public activity where anyone can come in and play. Bingo at the other non-profit organizations (fire halls for instance) are not allowed to have smoking. However, a little loophole allows the social clubs to issue a temporary membership for $1. Then the person can play bingo and smoke. If you are not a member, or temporary member, you cannot play. Thus we still have some bingo halls now that allow smoking. The other ones are struggling to keep going because nobody goes to them.
Anyone ordering from Utah is a temporary employee and will be paid $1. I could slip a crisp $1 bill in with those orders...and an employment termination letter! hahaha!

Easy to say but some states like ours and Ar banned bingo. I came down to only churches could have them. Now they are outlawed. There is NO bingo at all. Good thought for some states.

Well, if they purchase a 1-day membership to the TBS Social Club for $76.99, couldn't they get a box of cigars for free as a thank you for their membership?
