I don't quite understand.... He first says that Russian officials want to raise the price of Vodka because practically everyone can afford it and its causing a drinking problem.
Then, about 1/2 way through he states that about 46,000 deaths occur every year due to alcohol poisioning from people drinking shoe polish and other things to get a buzz.
Wouldn't raising the price make it out of reach for more people and thus more will find alternatives to drink...causing more deaths?
